In order to build a credible and shared Internet governance it is essential to follow a bottom-up approach: after all, this is the way the Net has been working to this day.

We therefore decided to collect and organize the consolidated experiences and practices on the Internet with the aim of identifyng ideal points of balance, as did Domenico Azuni, a Sardinian Jurist, who collected laws, practices, habits, regulations and consolidated decisions related to sea navigation in Europe in the early ‘800.

The first step to take in order to launch the operation “Azuni Code” is to give voice to the Web users in order to agree on how to “find our bearings” on the Net.

With the document “The Azuni Code Beta Version” the debate on Internet governance is as of today open to all those who are interested in contributing their thoughts on the issues, challenges and opportunities that the Internet generates.

(Minister for Public Administration and Innovation)

Clarifications

  1. As described in the documents, the objective of the initiative isn’t that of elaborating new norms but rather to develop a taxonomy of the perceived issues posed – and opportunities offered – by the Internet, followed by the mapping-out of the associated best practices worldwide.
  2. This will not be the only open consultation on the subject, rather a first step to hone methodologies and instruments in gathering feedback from the Internet.
